Pillar Contractor Celebrates Topping-Out Ceremony at the Disaster Management Centre in Ludza

Another important milestone for the Pillar Contractor team — a topping-out ceremony has been held at the Disaster Management Centre currently under construction in Ludza, marking the transition to the next stage of construction.

The future centre will have a total area of approximately 3,500 m², with premises adapted to the different operational needs of several state institutions. The facility will bring together the State Police, the Office of Citizenship and Migration Affairs, the Information Centre, the State Agency for Provision, the State Border Guard, the State Fire and Rescue Service, as well as the Emergency Medical Service.

The building will also include a range of specialised premises. For the needs of the State Police, facilities will be constructed for the Criminal Police, along with interrogation rooms and temporary detention rooms. The State Fire and Rescue Service will have access to a garage for five vehicles, a vehicle washing facility, a gym, and a sauna.

The surrounding area will also be adapted to support the daily operations of the services. It will include covered parking areas for State Police and Emergency Medical Service vehicles, parking spaces for employees and visitors, as well as electric vehicle charging stations.

The contract for the design, construction, and author supervision of the Disaster Management Centre was signed on 18 June 2025 for a total amount of EUR 9,471,288.04. The design phase was completed in February 2026, and construction works began on site in April.
